A roadside marker explains the federal survey system whose first baseline began near East Liverpool.

A grid with national consequences
The Land Ordinance of 1785 established a survey framework of six-mile-square townships, divided into one-mile-square sections. Thomas Hutchins led the first federal survey under that system, extending the Geographer’s Line westward from the Pennsylvania border. The Seven Ranges became the first area laid out under this early survey.

This Ohio Historical Marker stands near the state line on Harvey Avenue. It complements the Point of Beginning monument and the dedicated story of the survey. The roadside markers commemorate the work; the original starting stake’s position lay farther south toward the river. Use the posted access area, be mindful of traffic and explore the broader story before planning a stop.
